Assists Director in defining agency goals & objectives, develops policies & procedures, designs & schedules programs, directs operations in one major division, supervises at least two full-time permanent civil service employees & acts on behalf of & represents Director. Administers & manages all operations for approved capacity by agency, for all locations to include direct oversight of agency budget; Develops, plans & coordinates programs, implements & interprets statute and board requirements. Directs regular inspection activities to ensure highest quality care; performs wide range of administrative responsibilities (e.g. reviews unusual incidents; monitors spending to stay within budget; monitors reporting, trends, client progress, restraint documentation population and census reports and other reports/statistics as required) affecting operations & clients of all facility locations. 
Represents agency in meetings, conferences & before community groups, civic organizations, citizens' advisory board, regulatory agencies, boards, other state &/or federal agencies, court, labor unions, general public &/or statewide veterans' organizations. Serves as liaison to state and federal legislative bodies. Prepares & delivers speeches & presentations; reviews & responds to client council concerns; responds to client's relatives; attends in service training. 

MAJOR WORKER CHARACTERISTICS: 
Knowledge of agency, state & federal laws, rules & guidelines pertaining to veterans' administration & veterans' home operations; hospital administration; management; public relations; budgeting; supervisory principles & techniques. Ability to deal with large number of variables & determine specific course of action; develop complex reports & position papers; handle sensitive, face-to-face inquiries from facility staff, parents, relatives, boards, community groups & other state & federal agency representatives. 

MINIMUM CLASS QUALIFICATIONS FOR EMPLOYMENT: 
Undergraduate degree in Business, Public Administration, or Hospital Administration; 2 years training or experience in management; 2 years training or experience in supervisory techniques and principles; 2 years training or experience in budgeting; 2 years experience in communications;12 months training or experience in public relations. Travel is required. 
- Or equivalent of Minimum Class Qualifications for Employment noted above. 

PREFERRED QUALIFICATIONS: 
Graduate degree in Business, Public Administration, or Hospital Administration; 5 years training or experience in management; 5 years training or experience in supervisory techniques and principles; 5 years training or experience in budgeting; 5 years experience in communications; 3 years training or experience in public relations. Fellow of the American College of Healthcare Executives (FACHE) certification. Travel is required.
