Deputy Director, Human Services
MINIMUM QUALIFICATIONS
Summary
Directs administration of human services division for Stark County in conformance with federal, state and local policies, and availability of funds by performing the following duties personally or through subordinate supervisors.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Consults with members of the Agency's Executive Team to plan activities and expenditures.
Coordinates activities of staff engaged in investigating and counseling human services customers while determining eligibility for programs through the accurate processing of benefit applications.
Collaborates with community leaders and other interested parties to improve conditions for human services customers, and works with other social services entities to coordinate public assistance programs throughout the county.
Supervisory Responsibilities
Manages four (4) subordinate program administrators who supervises 200-250 employees in the following areas: Cash Assistance, Childcare, Customer Service, Fraud/Investigation, Food Assistance, Medicaid, PRC, OWF, Staff Development/Training, and Work programs. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises one non-supervisory employee.
Carries out supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems; and labor management thru administration of a collective bargaining agreement.

Education and/or Experience
Bachelor's degree required, Master's degree preferred. A minimum of five (5) years of human services experience is required, and demonstrated management experience is required.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Computer Skills
To perform this job successfully, and individual should have knowledge of Database software; Spreadsheet software and Word Processing software. Working knowledge of state computer systems and document imaging programs preferred.
Certificates, Licenses, Registrations
Must possess valid State of Ohio driver's license and auto insurance in compliance with ORC language at all times.
Other Qualifications
Incumbent is required to travel to/from Agency meetings within the County and State as directed by the Executive Director and/or Board of Commissioners, and as required for job duties. Travel requires the use of a vehicle insured in the incumbent's name, unless a County-owned vehicle is secured. Personal vehicles must be in good working order and appropriately accommodate passengers as needed.
Regular attendance is required. Incumbent must adhere to Agency policies regarding use of time off at all times.
Incumbent is required to adhere to Agency rules & regulations and support the mission, vision & guiding principles at all times.
