JOB TITLE: Assistant Billing Supervisor
SALARY RANGE: $ 26.44 - $30.28 per hour (Depending upon Qualifications & Experience)
JOB RESPONSIBILITIES: Under the specific direction of the Billing Supervisor and the general direction of the Department Administrator, supervises assigned clerical personnel in the performance of daily sanitary sewer and water billing activities. Serves as liaison between Billing and Information Technology departments. Supervises the resolution of delinquent accounts. Assists with oversight of the billing department operation, collection of special accounts, and electronic fund transfers. Functions as Billing Supervisor in the absence of the Billing Supervisor.
QUALIFICATIONS AND EDUCATION REQUIREMENTS: At a minimum Bachelor’s degree in finance, accounting, business or related field required, and two years general office supervision responsibility, or the equivalent in applicable education and experience.
PREFERRED SKILLS/COMPETENCIES: Knowledge of: Department policies and procedures, agency billing procedures, inventory control, computer operations and applications, office practices and procedures. Skills and Abilities to: Train, supervise, and delegate duties; communicate verbally and in writing; develop and maintain positive working relationships with associates, supervisors, and the general public; perform basic mathematical calculations; calculate fractions, decimals, and percentages; collect, analyze, and interpret data; file materials in alphabetical, numerical, and chronological order; prepare and maintain accurate documentation.
ILLUSTRATIVE DUTIES AND RESPONSIBILITIES: Assists Billing Supervisor with work activities of assigned clerical personnel; provides training, delegates assignments and monitors completion to assure compliance with departmental standards; receives and attempts to adjust grievances; interviews and recommends applicants for hire; recommends employee commendation and discipline; maintains office supply inventory. Performs a variety of billing related tasks to assure efficient operation of department; compares bills with payments to assure that all batches match payments; files and retrieves information; prepares and organizes mailing of service charge bills; collects and processes payments made from authorized banks; makes deposits to Treasurer for money collected or received; prepares and maintains various records and reports. Receives and responds to telephone inquiries, greets customers and attempts to resolve billing-related problems. Physically inspects new and current commercial, industrial and institutional accounts to assure proper billing for sewer or water service. Annually surveys these accounts to determine accuracy of billings. Confirms ACH deposits and transfers funds for automatic payment plan. Prepares invoices for specially billed customers. Recommends new or revised policies and procedures to assure the orderly flow of work through the department; writes, maintains, and updates procedure manuals. Performs other related duties as required.
WORK ENVIRONMENT AND PHYSICAL DEMANDS: Job functions are primarily performed in an office setting. Driving to offsite locations for facility inspection and delivery of banking/payment to the County Treasurer’s office. May additionally require light lifting (i.e. paper for printers and placement of archived billing files/boxes); and use of general office equipment (i.e. computers, phones, printers, scanners, etc.).
