JOB DESCRIPTION 

Summary/Objective

The Capital Projects Manager performs tasks within their specialized area with a high degree of accuracy and professionalism.

 

Essential Functions

  • Schedule and implement projects following logical steps and budget along appropriate timelines.
  • Inspect and review projects to monitor quality and on time performance.
  • Constantly monitor and report progress to the Director, Finance and Grants team keeping them informed of any change orders or additional expenses.
  • Present reports defining project progress, problems, and solutions to the Director, Finance.
  • Complete necessary training to comply with SARTA and Federal and State Procurement requirements.
  • Prepare and distribute requests for proposals, bids, and other necessary documents related to the purchase of supplies, equipment, services, and materials.
  • Receive and examine department requisitions.  Process purchase orders, input, print, and distribute daily.  
  • Maintain vendor information files, state/federal government files, purchasing and contract files, and open grant files.
  • Maintain a variety of logs and records relating to procurement and contract administration.
  • Attend bid openings and tabulate data for terms and price.  Coordinate the bid/proposal evaluation process, providing staff assistance to evaluation committees by checking references and evaluating price proposals.
  • Process contracts, review contract documents for completeness and accuracy, prepare and contract amendments and change orders.
  • Monitor all purchase and service orders processed to determine which may be public work projects.  Distribute and track the processing of these forms and act as liaison between the contractor and agency project managers on the execution of the forms.
  • Monitor and approve all paperwork for purchase orders for the agency.
  • Manages the process for all public records requests throughout the agency.
  • Review and approve project related invoices, following up with vendors as necessary.
  • Provide SARTA W-9 and credit application for new vendors.
  • Coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, and state audits.
  • Add and maintain vendor files.
  • Perform special projects and other duties as required or assigned.

Supervisory Responsibility

  • This position has no supervisory responsibilities.

Work Environment

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Expected Hours of Work

  • Typical days and hours of work are Monday through Friday, 8:00am – 4:30pm

Travel

  • Rare overnight travel may be necessary to attend educational and professional development events.

Required Education and Experience

  • Minimum of a Bachelor's Degree in Business Administration, Organizational Management, Engineering, Public Administration, Transportation, or related field.
  • Minimum of three (3) years’ experience working in a Project Management role.
  • Candidates with viable combination of education and work experience may be considered.

Preferred Education and Experience

  • Familiarity with automated maintenance information systems, inventory systems, purchasing practices, and enterprise wide asset management software.
  • Accounts Payable, Accounts Receivable, Payroll, and/or Procurement Experience.

  • Maintain a valid driver’s license from state of residence and a good driving record.
