The Department of Human Resources for the Board of Stark County Commissioners is accepting resumes with cover letter, for the position of Benefits Administrator. This full-time, unclassified position will report to the Director of Human Resources. Primary responsibilities include the administration, management, analysis and performance-reporting of the County’s self-funded health care benefit plan, address individual employee claims questions or issues and coordinate with health plan partner companies as well as the County’s benefits consultant.

A sample of illustrative duties include:

  • Manage operations of the County’s Benefits program and report to the Director of Human Resources and Board of Commissioners as needed;
  • Set annual health plan budget; calculate projected program costs; (in collaboration with insurance consultant) present recommendations for next year’s premium rates to the Board for action;
  • Review, reconcile weekly/monthly claim and fee invoices as received;
  • Respond to questions/issue from participants, departments, TPAs, others;
  • Prepare monthly financial data and analysis for self-insurance fund for Board’s review;
  • Review monthly claim reports from TPAs, monitor large claims, analyze trends, update claim/enrollment tracking workbook;
  • Develop materials and conduct all-department pre-Open Enrollment meeting;
  • Assist vendor for Voluntary Benefits and FSA program with annual enrollment meeting;
  • Meet with State Auditor’s Office staff for annual review of department procedures;
  • Prepare and distribute Benefits Bulletins to employees;
  • Interface with County Payroll Department on plan eligibility, enrollment and employee contribution issues;
  • Handle three separate triennial proposal processes for health plan administration, stop-loss insurance, group term life insurance;
  • Stay abreast of insurance issues, including policies of the Affordable Care Act; and
  • Other related duties as assigned.

Qualifications

Graduation from an accredited university with a Bachelor’s degree in a related field is preferred but not required (a combination of continuing education, training and years of experience will also be considered);

The ideal candidate will have at least three (3) years of experience working with employee benefits and health plans.

Compensation and Benefits

The salary for this position has been set at a minimum of $55,000 annually, however final salary determination will be commensurate with experience and education.

This full-time position is eligible for health, dental and vision insurance and OPERS retirement benefits as well as other supplemental offerings.
