Description

The Massillon Civil Service Commission will conduct a competitive examination for the position of Public Health Nurse for the City of Massillon Health Department. The eligibility list established from this examination will be used to fill this classified position. The work schedule is M - F from 8:30 am – 4:30 pm.

MINIMUM QUALIFICATIONS

· Registered Nurse (RN) with a Valid license to practice in Ohio

· Bachelor of Science in Nursing, preferred

· Valid Ohio Driver’s License

· Strong communication skills

· Strong computer skills for reporting and record-keeping

· One year nursing experience in a public health department, preferred

· CPR certified

ESSENTIAL DUTIES

· Provides and administers adult, child and prenatal immunizations, education, adverse reaction information, precautions and guidance of the immunization.

· Conducts communicable disease investigation, reporting according to public law, compliance, monitoring and follow-up.

· Participates in the Reportable and Emerging Disease (RED) Network in Stark County.

· Ability to perform, track and communicate vital signs.

· Works to gain and comply with accreditation's.

· Prepares and presents presentations on various public health topics such as disease specific topics, control, risk and prevention to schools, health fairs, general public and shelters.

· Works with diverse cultures, including non-English speaking clients to overcome barriers of health care.

· Case management for clients being treated with active Tuberculosis (TB) and coordination of Direct Observation Therapy (DOT).

· Performs testing’s (skin, smears) and other routine medical procedures.

· Attends on-going education in forms of seminars, workshops and training to upgrade health nursing skills.

· Provides Public Health Nursing services, coordination of community services and health promotion and guidance activities to clients.

· Assists clients with medical referrals to assist with their access to health care.

· Participates in planning, training and reposes to public health emergencies.

· Makes referrals and recommendations for aftercare and identify other home care needs in order to provide continuity of care.

· Works within the Harm Reduction Plan to educate and distribute substance abuse education and materials (such as Narcan ®)

SCOPE OF EXAMINATION

Questions are job related with regards to the medical field and medical practices as prescribed by the Massillon Health Department.

Applicants attaining a minimum passing score of seventy percent (70%) on the written examination will be placed on an eligibility list ranked according to total score. Per Section 124.26 of the Ohio Revised Code, the eligibility list expires upon filing or closing of the position. An expired eligibility list may be used to fill a position of the same classification within the same appointing authority for which the list was created. But, in no event shall an expired list be used more than one (1) year past its expiration date.

PLEASE NOTE: There is no mandate that states you must be hired based on the ranking of the Eligibility List. There are other factors that also can determine if you are qualified for the positIon; i.e.: interviewing, skill testing, as well as physical and drug testing.

BONUS CREDIT - DOCUMENTATION & STANDARDS

Veteran's Preference: any applicant discharged from the uniformed services or transferred to the reserves with evidence of satisfactory service shall receive additional credit of twenty percent (20%). A member in good standing of a reserve component of the armed forces of the United States, including the Ohio National Guard, who successfully completes initial entry level training, shall receive a credit of ten percent (10%). Bonuses of the person's total grade given in the examination provided a passing grade is attained.

Twenty percent (20%) is the maximum bonus credit attainable and credit will only be awarded when the minimum acceptable written examination score of seventy percent {70%) is achieved.
