Job Title: Public Works Director
Department: Public Works Department
Reports to: Perry Township Board of Trustees
Direct Reports: Road Forman, Park Forman, and all Public Works employees to include Road Administrative Assistant; Road Mechanics and Seasonal Park Employees

Summary: Under administrative direction and reports directly to the Perry Township Board of Trustees; responsible for administration, management, planning, organizing, and monitoring the operations of the Public Works Department; plans and supervises street repair and maintenance activities, oversees, and supervises maintenance of all Perry Parks; and related work as required. This position is FLSA Exempt and serves at the pleasure of the Board of Trustees.

Supervision Exercised: Directly responsible for the planning, organizing and development of foremen/supervisors and the performance and conduct of all employees in the Public Works Department.

Education/Work Experience/Training:
• Preferred (10) years’ experience with a township, county, or municipal public works agency or.
• Any combination of education, training and experience that indicates possession of knowledge, skills, and abilities to perform essential functions.
• Basic knowledge of local government and public works principles.
• Background in management of employees
• Shall maintain a valid Ohio Driver’s License through entirety of employment with an acceptable driving record and insurable through Perry Township insurance carrier.
• Maintain a Commercial Driver’s License.

Knowledge, Skills & Abilities:
• Extensive knowledge of principles and practices of public works management with an emphasis on budgeting and employee management.
• Ability to maintain excellent interpersonal communication skills, excellent written and oral communication skills as needed in the daily performance of required duties and effective communications within and outside of the organization in technical and non-technical terms.
• Considerable knowledge in public works field and local government services.
• Ability to plan and supervise multiple projects.
• Ability to prepare budget requests; maintain fiscal accounting and control.
• Ability to work outside under varying weather conditions
• Experience with computers and software programs i.e.: Microsoft Word, Excel, PowerPoint, vehicle maintenance and inventory
• Ability to work flexible hours, including weekends and holidays
• Ability to maintain effective working relationships with the Board of Trustees, Fiscal Officer, Township Administrator, Law Director, staff, residents, and township businesses.

Overall Essential Duties & Responsibilities Including the following, other duties may be assigned.

• Provides technical advice and assistance to the Trustees on capital and special projects relating to the Public Works Department.
• Assists the Fiscal Officer in preparation of annual Township appropriations; monitors financial activity of the Public Works Department; administers purchasing function for all Public Works Department.
• Serves as liaison between the Township and other governmental agencies and groups on matters dealing with Township infrastructure problems.
• Prepares reports concerning the programs and activities of the Public Works Department.
• Attends Board of Trustees Meetings; provides informational input and recommends measures for adoption on matters pertaining to the Public Works Department.
• Investigates and responds to citizen’s complaints and inquires.
• Inspects and certifies all infrastructure projects performed for the Township by outside contractors.
• Maintains accurate records of all departmental affairs.
• Supervises the planning, organizing, monitoring, reporting, and budgeting of all departmental activities.
• Schedules and maintains staff schedules
• Oversees payroll records for staff the Public Works Department
• Recommends filling of vacancies within the Public Works Department by interviewing candidates and making recommendations to the Board of Trustees
• Designs infrastructure maintenance and repair projects and/or prepares requests for proposals and/or specifications for infrastructure projects.
• Oversight for all Public Works Department equipment and supply purchases
• Performs the review of personnel performance evaluations.
• Maintains assignments to delegate to personnel in the Public Works Department.
• Prepares capital improvement budget, fiscal budget, and control annual budget expenditures of the Public Works Department.
• Prepares and presents reports to the Board of Trustees as required explaining proposals, studies, recommendations, and project alternatives related to the department.
• Attends Administrative staff meetings to discuss projects, plans, policies, etc.
• Meets with state, county and regional jurisdictions, professional organizations, and citizen groups on departmental issues.
• Works outside the office to investigate significant requests, complaints or developing situations and attends meetings at other locations.
• Acts as a liaison between the Township and statutorily designated roadway entities.
• Establishes general policies and procedures for the Public Works Department.
• Assist in preparation for collective bargaining
• Participate in preparation and promotion of township levies as necessary

Road and Drainage Essential Duties & Responsibilities: Including the following, other duties may be assigned.

• Responsible for the maintenance and repair of township roads.
o Leads projects and/or prepares requests for proposals and/or specifications for infrastructure projects.
o Establish an annual list of roads in need of repair and/or paved
o Prepare and present annual review of Township roads for repair with Board of Trustees
o Develops annual specifications for bidding process
o Responsible to maintain and update township road maps
• Oversight of inspection, planning and scheduling of work involving ditches, culverts, storm sewers and signs appurtenant to township roads
• Responsible for visual improvement projects and related issues in public right-of-way.
• Inspects and develops plans, construction documents, blueprints, architectural drawings, drainage and capacity concerns, structural integrity, etc. and approves as appropriate.
• Monitors condition of all Road Department equipment and oversees the scheduling of all equipment for repair and replacement.

Parks Essential Duties & Responsibilities Including the following, other duties may be assigned.

• Responsible for planning needs for parks, facilities, grounds, and programming needs of parks department.
• Oversees the planning and implementation of park maintenance and equipment repair programs.
• Assures that all park facilities are safe and prepared properly for use of residents and scheduled programing activities.
• Proactively responsible for pursuing, establishing, growing, and maintaining strategic relationships to help grow parks programming.
• Assists Township Administrator by researching, applying, and obtaining grants for park development, equipment, and programming.
• Oversight of diversifying and maximizing the capacity use of Perry Township Parks and Facilities through programming, solicitation of tournaments and development of new community events, and facility and field rentals.

Starting Salary: $70,000. and full benefits
