Purchasing Manager for the Board of Stark County Commissioners

The Board of Stark County Commissioners is now accepting resumes for the position of Purchasing Manager. This full-time, unclassified position is responsible for implementing sound purchasing programs that result in efficient use of County funds while meeting specific needs for the acquisition of goods and services. This position will advise departments and ensure compliance with Federal and State laws and Stark County rules as well as consult with County officials on purchasing activities including bid issuance, development of requests for proposals (RFP), vendor lists, formal and informal bid specifications, sales, internet purchases, auctions, process requisitions for presentation to the Board of County Administrator for approval and other purchasing related activities. 

A sample of illustrative duties include: 

  1. Ensures departmental compliance with all new laws, purchasing policies and procedures;
  2. Coordinates purchasing activities, reviews purchase orders to ascertain accuracy with bids and contracts;
  3.  Monitors current state price contracts/specifications, determines best method of each purchase;
  4. Coordinates bidding process and proposals, draft specifications for equipment purchases, supplies, maintenance, service and bank depositories; submits requests for bids/proposals to vendors or service providers; open bid packages and reviews/analyzes bids and makes purchasing recommendations;
  5. Work with outside consultant on the gas aggregation program for the lowest price for County;
  6. Assists in resolving problems with purchases or services; discusses defective or unacceptable goods/service with users and vendors to determine source of problem and appropriate corrective action;
  7. Communicates with County Administrator, employees, other departments, county officials, vendors, the public, outside agencies, and other individuals as needed to coordinate activities, review status of work, exchange information, or resolve problems;
  8. Process and pre-approve requisitions for presentation to the Board or County Administrator for final approval;
  9. Perform other duties as assigned

Qualifications
Qualified Candidates Must Have: 

  • A Bachelor’s Degree from an accredited university in Business, Public Administration or relevant field; 
  • At least three (3) years of experience in accounting or purchasing work preferably in a governmental setting; and 
  • Valid State of Ohio driver’s license 

Employment will be contingent on successfully completing a background check and drug screening. 

Compensation and Benefits
The pay range is set at $47,000 to $52,000 annually. Final salary determination will be commensurate with education and experience. This position is eligible for health, dental and vision insurance and OPERS retirement benefits.
