Job Summary: Promotes and ensures the safety of Muskingum Watershed Conservancy District (MWCD) visitors through routine patrol and enforcement activities on its lands by motor vehicle and foot patrol and waters by watercraft (as certification and training allows). Spends considerable time performing public relations activities and public education, ensuring excellent service is provided to MWCD guests.  Responds to concerns, complaints and disturbances on land and water. Enforces the provisions of the Ohio Revised Code, safe boating laws, MWCD rules and regulations, as well as the Campground Rules and Regulations. Appropriately utilizes warnings, citations and arrests to enforce state laws as well as MWCD rules.  Performs basic maintenance, grounds keeping and light construction tasks.  Job performance would involve the operation and use of various tools and equipment. Job would also require occasional use of various materials such as herbicides, pesticides, cleaning supplies, etc.   

Essential Duties: Patrols MWCD property including lands and waters. Investigates incidents, complaints and accidents. Issues citations, executes bench warrants, works with various law enforcement agencies in investigative and preventative measures and enforces state laws including ORC as well as MWCD rules and regulations. Responds to water related emergencies and other emergencies as required and as certification and training allow. Responds to concerns, complaints, and disturbances on water and land. Enforces the provisions of the Ohio Revised Code, safe boating laws, MWCD rules and regulations, as well as Campground Rules and Guidelines. Renders assistance to the public by providing information pertinent to MWCD facilities, safe boating education and points of interest in the area. Administers first aid and rescue as required. Notifies appropriate manager of any law enforcement / customer issues that require further attention. Routine maintenance on equipment i.e. change oil and filter, grease bearings, sharpen and balance mower blades properly, and replace some parts. Make simple repairs to electrical equipment such as; replacing or installing receptacles, switches, breakers, fan motors, and etc. Make basic repairs to plumbing systems such as; installing or replacing spigots and valves. routine service to toilets, lavatories i.e. replacing traps, flush valves, wax rings, and etc. Make routine service and maintenance to buildings and structures i.e. changing furnace filters, light bulbs, cleaning gutters, adjusting doors and door closes and etc. Make routine carpentry repairs as needed such as replacing deck boards, repairing railings, constructing signs, repairing picnic tables, and etc. Miscellaneous basic skills including painting; understanding of the compatibility of various types of paints and reducers, semi-skilled in the use of brush roller, and an understanding of surface preparation and application techniques. Grounds keeping- familiar with proper tree trimming and felling practices. A basic understanding of proper grading and seed bed preparation. Record keeping; ability to perform basic record keeping, i.e. recording fuel and mileage, equipment records, etc.

Qualifications:  High school graduate. Ohio Peace Officer certification is required.  Related maintenance experience required. Experience in park operations, mechanical equipment and or skilled trade is preferred.  Must possess a valid Ohio driver’s license.  Some knowledge of purchasing and inventory procedures desired.   Must have good communication skills and ability to work well with the public.

Certifications and Licenses: Ohio Peace Officer Training Academy Certification (basic police officer training course).

Valid, unexpired, State of Ohio Driver’s License.

The employee will be required to successfully pass a firearms qualifications course as outlined by the OPOTA Commission. 

The employee will be required to successfully obtain or renew a CPR/first aid certification.
